Hi @yui,

the Afsluitdijk is classified as motorway without any additional access restriciton for bicycle.
Please also take a look at our tag filtering for bicycle profiles.

If this should be routable for bicycles a bicycle:yes tag should be added to the related ways.

The Afsluitdijk has a cyclepath next to the motorway, but currently that is closed and inaccessible due to dike reinforcement work.

Edit: oh, and that ferry IS operational, from April to September:
