All layers are off in my map and these points seem to be stuck. I’ve uninstalled the ORS plugin and reinstalled and it’s still there. Any suggestions?

no, this is a known bug that has to do with incorrect usage of the advanced directions tab.
You can remove them by repeatedly calling QgsProject.instance().annotationManager().clear() in the python console accessible via Plugins → Python Console
