Hello there, I just want to know whether the ORS Plugin of QGIS consider real time traffic or historical traffic data or not i am really curious to know the how the isochrones are generated.

whether traffic data is considered or not depends on the configuration of the ORS instance queried from the QGIS plugin. The publicly available instance (the default one used) does not provide them.
If one has access to commercially available HERE traffic data then it is possible to set up a custom on-premise ORS instance configured with historical traffic data. For details please contact the ORS team directly.
