Is there any opportunity to use an older Version of Openstreetmap data?
I have to Check a Firestation location in normal Situations, but current there is a big Trafficblockation, which is registered in Openstreetmap but should not take into account in the simulation

yes, geofabrik has this.
If you look at any region, e.g. Belgium, there’s a raw directory index link on the site. They usually have something like daily data for the last week or two, monthly data for the last year and yearly data for the last 10 years. The files are all timestamped, just choose one that pre-dates the changes.
