cp or rsync faster in openrouteservice

I will use the PBF file to build the graph directory, and then I will transfer this directory to other instances and set BUILD_GRAPHS=false. Which command, cp or rsync, would be faster? Please note that I will update the PBF file and rebuild the graphs after one week.

this is not an openrouteservice question, and there should be plenty of information on the speed of scp vs rsync out there, e.g. here or here.
