New route weighting: road safety

At least for Germany, there is open geodata about traffic incidents.
It would be nice to have this incorporated into (bike) routing.

I’m not familiar with openrouteservice internals, but think this could be done with a custom weighting just like the existing QuietWeighting.

If you point me to the relevant steps & places that would need modification (map matching? graph building? weighting? routing profile(s)?), I could try to come up with a PR implementing this!

Aside: is the applied config for routing profiles on api.openrouteservice.org/v2/directions available somewhere publicly?
