I assume you are referring to the situation similar to the example where the direct route through Col de la Lombarde is not found. This happens because the road is seasonally closed. OSM access:conditional tags indicate that the road is closed between October and June. In fact, we will have a proper solution addressing time-dependent access restrictions soon, as described here.
